Why we are consulting

Our work is funded by the fees and levies we collect. We are consulting on rules that enable us to:

  • raise regulatory fees and levies in 2025/26 to fund the Financial Conduct Authority and the Financial Ombudsman Service, and
  • collect certain levies on behalf of government departments.

We also propose amending our FEES manual to align with the Money Laundering Regulations, alongside some minor amendments to certain sections to improve readability, remove obsolete definitions and update references.

We are also seeking industry views on whether we should change our draft rates modelling approach.

This consultation applies to: 

  • all FCA fee-payers
  • any businesses considering applying for FCA authorisation or registration

Next steps

We will consider your comments and publish our feedback on rule changes and any rules made by the FCA Board in a Policy Statement in July 2025.
